After four years and $5 million, all developer Glenborough-Pauls LLC has to show for its effort is a plan and a chunk of largely undeveloped land. In November 2004, Redwood City, Calif., voters overturned a City Council-approved zone change needed for construction of Glenborough-Pauls proposed mixed-use development of 1,930 condominiums, with 290 affordable units, and office and retail space.
